The idea behind the name is older than the object. A Montessori kitchen is one a child can take part in, and taking part in a kitchen means standing at a counter that was built for an adult. A household step gets a child up to that counter and leaves them balancing there; a tower puts a rail at their waist on all four sides, which turns a supervised balancing act into an ordinary place to stand. That is the whole of the difference, and it is why the two objects cost different money.
The platform is what makes one tower last three years. At 20 inches an eighteen-month-old comes to the edge of a 36-inch counter with the rail still above their waist; at 12 inches a four-year-old is inside the frame rather than towering over it. Moving it is four countersunk screws into pre-drilled holes, and it is the only part of the tower that moves at all - the frame itself is rigid, which is what a leaning three-year-old needs it to be.
